Remove any special characters and additional spaces in the subcontractor/contractor name field. Only use letters A-Z and numbers 0-9.
You need to make sure all mentioned information above are correct. You can log into the HMRC website to confirm your credentials.

I have the same problem and spoke to Quickbooks online assistant and they said there was nothing they could do as the credentials with HMRC must be incorrect!!! They are not and I have managed to log in to the HMRC account successfully with the same information.
I used to be able to submit my clients CIS returns using our agent login but this month for some reason they are telling me the password isn't long enough..... it is the same password we always use to log in to HMRC (only 8 characters long) but we have had it for years! Quickbooks is now telling me my password needs to be over 10 characters long - this cannot be correct.....
Hi Leysa, HMRC have recently updated their recommended checklist for CIS authorsiation and the password is now required to be 10 characters long. If you experience any issue submitting your return in QB after updating this, please verify that the username entered is 12 characters in length - this will usually be numeric (0-9), but can also be alphanumeric (A-z + 0-9).
