The admin can manage roles and limit access to specific tasks when adding a user to QuickBooks Online (QBO). Also, they can choose what users can see and do within the different QuickBooks areas, like customers and sales or vendors and purchases. Thus, it might be the admin is set you as a user that has limited access to the QuickBooks system. That's why the Apps page doesn't work for you.
I suggest asking your Master or Company admin to grant you all access rights so you'll be able to navigate the Apps page.
