The one who'll upgrade the subscription must be the primary admin or the company admin. These users are the one who has access to every part of the QuickBooks account. See this article for more information: User roles and access rights in QuickBooks Online.
After having any of this access, you can now upgrade your subscription.
Follow the steps below:
Go to the Gear icon (⚙) and select Account and Settings.
Select the Billing & Subscription tab and choose to Upgrade your plan.
Review the available plans and then select Choose plan.
Follow the on-screen steps to upgrade your plan.
