While users with restricted roles, such as standard or limited access, may:
Have view-only access to the product and services list.
Be unable to make changes or additions to the list.
Require approval or permission from an administrator to modify the product and services list.
Furthermore, the product and services list is unavailable in the QBO mobile app. You can only access it in a web browser. However, if you mean creating an invoice or estimate and the product list is empty. I recommend refreshing the app to resolve data issues. You can follow the steps below depending on your phone's operating system.
For the IOS version:
Go to the Menu icon and tap Help & Feedback.
Select Refresh Data.
If you get a prompt message, "Caution. If there was a problem getting your latest QuickBooks Online data, you can refresh it now. It may take a few minutes."
Tap Refresh to confirm.
For Android:
Go to the Menu icon, then tap More Options ⋮.
Click Settings, then Refresh Data.
Select YES to confirm.
