Quickbooks desktop crashes bank feed advanced mode when using add button action rules link

I have had 4 online support meetings with QB and nothing is fixed.  While in bank feed advanced mode trying to use the add button for action/rules link it crashes to my desktop.  Nothing suggested has fixed the issue.  I have tried the random Webview fixes, Registry edits etc.and nothing has solved the ussue.  Used the QB tool hub still nothing fixed.  Unsure who to contact to fix it at this point.
