If I may ask, may I know the specific bank you're working? This way, I could dig further for possible investigations concerning your bank specifically.
Usually, there are a few things you need to perform to make the Banking page works again. Before that, I'd suggest visiting your bank's website to see if they have ongoing website maintenance. This might be the reason why we do cannot download the transactions.
Once done, go back to QuickBooks and do the manual update to bring the latest available bank entries.
Click on Banking or Transactions at the left pane.
Go to the Banking tab.
Click on the bank account that you're working with.
