Time tracking is a built-in feature that is also available in QuickBooks Online Plus. You can use this feature to track and bill customers for the number of hours consumed in a project or activity. All you have to do is enable this feature from the settings.
Here's how:
Go to Gear at the top, then select Account andSettings.
Choose Advanced.
Tap the pencil to the right of Time tracking. Then, turn on Make Single-Time Activity Billable to Customers and Add Service field to timesheets. When either of these is checked, employees and contractors who fill out timesheets can specify if activities should be billed to a customer.
Click Save and then Done. See attached image below.

So does this mean you don't have to pay for quickbooks time? I'm confused on the difference between Quickbooks time and the time tracking in quickbooks. Are they one and the same? Do you need a quickbooks time subscription to use the quickbooks time app on your phone? Or is this included with a particular QuickBooks Online subscription tier?
There are two services for time tracking. One is the Basic time tracking, which is free, and the other one is the QuickBooks Time (Elite or Premium), which requires you to subscribe.
When you click Time to the left-hand side, you can add any of the two as your time-tracking service. The service you've selected will also be available in your QBO mobile app.
If you want to check to see if you're subscribed to QuickBooks Time, you can go to your Billing &Subscription page in your settings. You will also see other services that you're subscribed to on that page.

Recently converted to QB Online Plus. All of the sales literature notes time tracking as included but when I attempt to enable time tracking I get a pop up asking me to sign up for an additional $20/mo.
Spent 2-1/2 hours on the phone with QB Customer Service yesterday. Intuit thinks so little of their clients that they send their calls offshore - the second person didn't speak enough English to understand or answer my questions. I was told the call would be escalated and that another agent would call me the same day but there was no follow up.
QuickBooks Online is the most frustrating software I've dealt with - there is nothing intuitive about it. And, QuickBooks corporate (Intuit) customer service is non-existent.
Let me share some insights about the time tracking options available in QuickBooks Online (QBO), so you can select the one that best suits your business needs.
There are two available services for time tracking that let you access timesheets from QBO. You can either use the built-in Basic time tracking or QuickBooks Time. The first oneis included in your current plan for free, while the latteris a subscription-based application that you can integrate into your QBO account.
Based on your description, I can tell you want to use QuickBooks Time. That's why you get a pop-up asking you to sign up for an additional fee ($20) per month.

In QBO Plus I would like to activate Basic time tracking. Every time I try to activate the Basic plan for time tracking, it does not activate. It just keeps coming back to the same screen where it has you review pricing.
To activate time tracking we "check out pricing" on the options.
And scroll to the bottom of the options and select- Use basic time tracking.
Normally this lets us move forward with time entries. But this does not work and we keep getting thrown back to thecheck out pricingoption.
We cleared cache, used incognito, changed browsers, changed computers, none of the usual tricks worked.
