This is a fair thing to get stuck on, especially when your plan's stated allowance (up to 40 free payments a month) makes it sound like you have plenty of room left. That number and the thing actually blocking you are two different limits.
The 40-free-payments figure is your subscription tier's included transaction count. Separately, every Bill Pay account also has its own dollar-based processing limit: a rolling 30-day cap based on your payment history, risk profile, and other factors. This limit has nothing to do with how many bills your plan includes. It's about the total dollar amount of payments you've scheduled in the past 30 days.
New QuickBooks Online companies often start with a lower processing limit, and it's expected to change after your first month, and again after your third. That's very likely what's happening here: even a small number of bills can add up to a dollar amount that hits a modest starting limit, well before you'd ever come close to 40 transactions.

If you need a higher limit, from the same screen select Request a new limit and enter the estimated monthly total amount of bills your company needs to pay.
Keep in mind this is a rolling 30-day window, not a calendar-month reset. A payment counts toward your limit starting the day it's scheduled, and drops off again 30 calendar days later, freeing up that amount for new payments.
