The error message occurs when your subscription has already expired. I suggest checking your billing and subscription status to verify if that's the cause.
If so, I recommend resubscribing to your QuickBooks Online(QBO) Payroll subscription. I'll gladly guide you through the process:
Click on the Gear icon and select Account and Settings.
Choose Billing & Subscription, then Resubscribe for payroll.
After reviewing the Subscription summary, enter your payment information and method.
