So currently HMRC is down at the moment that will be why you are unable to submit the filing. HMRC have not said how long it will take them to resolve their issue, so what we suggest is try again later this afternoon and see if it goes, you can also look on downdector for hmrc https://downdetector.co.uk/status/hmrc/ see if it tells you it has been fixed on there.
