How can I adjust payroll liabilities as I used to in QB Desktop for SMP Recovery and Employment allowance?

Thanks for your post. To assist with this, can I check if you're using the Standard or the Advanced version of payroll? 

If you're using the standard, this will show as two tabs for 'Payroll' and 'Employees' when selecting 'Employee' from the left-navigation menu. 🙂
