How do I set up a temp employee 15years old who doesn't have a NI number?

You can run payroll without entering an NI number - simply add the employee as new and leave the NINO field blank, but fill all other information about the employee. Please don't forget to input the workplace pension information (even if not enrolled) and the pay history, as these fields can't be blank.
