May I know what payroll services you're using and what payroll transaction you are trying to run? If you can't advance into the new tax year despite running all payrolls to the final period using the Standard Payroll service, then we have an ongoing investigation about this one.
Our engineers are still investigating what's causing this issue. They are also working together for the permanent fix.
Cases like this, I'd suggest contacting our Payroll Support Team. They'll pull up your account in a secure environment and add you to the list of affected users. You can request a callback from our support agent. This way, you won't have to wait on the line.

Click the Help icon on the top right.
Tap the Contact Us button at the bottom.
Enter a short description of your concern.
Tick Continue.
Choose Message an agent or Get a callback to connect with our support.
