Quickbooks Enterprise Gold Installation Failure

On only one PC Windows 11 Every attempt to install QuickBooks Enterprise Gold edition fails with the error 1920 Service QBWCMonitor (QBWCMonitor) failed to start.  Every other installation completed with no issue.  Installed on a new PC with  all updates completed and diligently followed troubleshooting steps for this error.  Only some of the folders existed listed in troubleshooting instructions after failed installation but i tried renaming and deleting those found.  There is no Quickbooks program available to uninstall.  All other PCs install with no issues including windows 10 and 11 systems  The QBWCMonitor is not listed in services.msc which would explain why it hasn't started.  I have performed numerous other software installations on this new PC without incident  Run as administrator was selected for the installation as well though this was not required on any other PC.  There is only one user and that user is an administrator.  Windows Defender Antivirus software is off.  Any suggestions would be appreciated.
