Can we make a default that if a memo hasn't been input by a user that the default information that comes through is the bank feed description.

Yes, you can. In the Banking section there is a small settings on the right-hand side. 

From here you can tick the box to Copy bank detail to memo. This will ensure that if no memo is included you will see the bank description by default.
