You'll want to verify your subscription details are current by checking your billing info, and make sure your card is active and has enough funds.
Here's how:
Sign in to QuickBooks Online.
Go to Settings, then select Account and settings.
Select the Billing & subscription tab.
Select Edit for your Payment method.
Update your billing info.
Select Save.
Once done, give it up to 24 hours for the activation to go through, but you can also review this article to find extra details: Review your billing info.
If things still aren't working, give your bank a quick call. They might have a temporary maintenance window or a security block in place. If they are causing the block, you may have to try a different card to complete your subscription.
