I am asked to 'reconnect account' which I do and then it asks me to keep connected - which I do, but then no transactions are downloaded. It just prompts me to reconnect again.

If the transactions of your PayPal account has multi-currency, this can be the reason why it’s not downloaded to QuickBooks. Since, the program is unable to handle banks with different currencies, you’ll be encountering an issue when trying to download them.
However, if you’re using only one currency, I’d recommend contacting our Phone Support Team. They can check your company info on what causes you this issue.

From the Help menu, click Contact us.
Enter PayPal transactions not downloading to QuickBooks.
Click Lets talk.
Select Start a chat.
Enter your First name, Last name, Email, Company ID, and Description of your concern.
Click Submit.
