Question

We have a City government as a client and they are blocking all emails from quickbooks@notification.intuit.com. They said "because it is known for SPAM. Need help!!

You can let your client know that they will only receive an email from QuickBooks when you send sales form transactions to them, @CLMaguire.
 
For QuickBooks users, this email also sends alerts for approval, user ID, and password reset info through Intuit's secure network. To ensure your client receives the emails, ask them to unblock and add the service email address to their safe sender or allow list in their email account. They can follow the steps in one of these articles based on their email provider:

Nope! This answer completely misses the issues. Anyone can setup a Quickbooks account and send fake invoices and make them look like they are coming from any email address they want which is why 100% of my invoices being sent to customers are being blocked. As an IT guy myself I can tell you that no IT guy is going to whitelist emails coming from Quickbooks because this is a major problem.
