Thanks for contacting Intuit QuickBooks Online. I'm sorry to hear you've had no luck, just to confirm, have you tried the following steps below for each browser, and are you are still unable to access the Employees tab?
For Google Chrome:
Select the 3 vertical dots in the top right hand corner
Select Settings then Advance
Under Privacy and Security select Content Settings
Select Cookies and Turn off Block third-party cookies
For Safari:
Select the Gear Icon in the top right hand corner
Select Preferences then Privacy
Next, to Block Cookies tick Never
