Let's make sure your user access is an accountant user. Here's how to check your user access:
Log in to your QuickBooks Online for Accountant file.
Click on the Team tab.
Under Access column, check if your status shows Full or Primary Admin.
To add, when unlodging a BAS please ensure to unlodge the most recent BAS.
