Thanks for posting in the Community! Let's perform some basic browser troubleshooting to rule out the possibility of having issues with your browser. You'll want to access your account in an incognito or private browser. Feel free to use these shortcut keys:
Chrome: press Ctrl+Shift+N
Firefox: press Ctrl+Shift+P
Safari: press Command+Shift+N
Once you're in, try to create a new pay run. If it works and you're able to get through, you can proceed to clear your browser's cache. You may consider using a different browser too.
