Here's how you can access it depending on the browser you're using:

• Google Chrome: press Ctrl + Shift + N
• Internet Explorer: press Ctrl + Shift + P
• Mozilla Firefox: press Ctrl + Shift + P
• Safari: press Command + Option + P

Once logged in, go back and try to load a new pay run again. If this works, it means that you need to clear your browser's cache so the system can start fresh. If you get the same result while using a private browser, I recommend switching to a different browser.
