In your QuickBooks Online, click the Help menu in the upper-right corner.
On the Search tab, click an article and select Contact us at the bottom. Then, enter the details of your concern.

I have been having the same issue. I lodged to ATO on June 30th 2020 and this took days to upload to ATO. Today I had signed in to check the status of the payrun and it says lodge to ATO failed along with this message.
"An error occurred lodging Pay Run
Error: 10, Pay Event has reached retry limit"
