Yes, VAT on the purchase order shows on the liabilities side of the Balance Sheet report. The VAT will be added to the transaction when you create one.

 

You can check the value in the VAT field. See the sample screenshot:

 

As we can see on the report, there's a VAT Payable line where the VAT is listed specifically. In the Total Accounts Payable line, the amount showing is the total amount of the item, including value-added tax.
