You mentioned seeing a line item that would only allow you to choose Flat rate, Hourly, or Quantity. Can you confirm if you're using QuickBooks Online (QBO) or QuickBooks Self-Employed (QBSE) mobile app?
Please note that QBSE does not support sales tax. This is why you can only see the Flat rate, Hourly, or Quantity options when creating invoices. If you're inadvertently logged in to this version, we recommend installing the correct mobile app to use the Sales tax feature.
If can't still see the sales tax option, even if you're already logged in to the correct app, I suggest reaching out to our live support teams. They can take a closer look at your account and check why you're unable to choose or add sales taxes when creating an invoice.
i'm also encountering this issue, even after uninstalling and reinstalling the app. clearing cache and data, and following all the troubleshooting steps mentioned in this post.
QB support wasn't much of help here, after 45 minutes on the line, they hanged up claiming it's a issue with the device i'm using.
