Can i record my customers' outstanding debt (owing from unpaid invoices in previous bookkeeping software) so that their accounts show they owe my business money?

yes, create a service item called previous debt or something and link to an income account, then create a new invoice using that item and enter the total.  You can receive full or partial payments against that invoice as they come in
