I have some information to share with you on why you're unable to email your quotes or invoices.
We have a reported issue where users are unable to email quotes or invoices within QuickBooks Online. Our engineers are working to fix this as soon as possible.
For now, let's manually download your invoices or quotes, then send them outside QuickBooks. This way, your customers would be able to know their due balances and pay them timely.
We can use Gmail or any other preferred email service provider to send out the forms.
Click on Subscribe To Updates if you want to receive an email about the issue.

EDIT- The issue with sending invoices/quotes has been resolved by our senior product engineers. Any re-occurrence of this please let us know and we'll look into that straight away.
