How do I copy a purchase invoice and change it to a credit note?

It's not possible to change the transaction type when copying a transaction. Instead, you'd create this as new (+ New > Credit note). To make it easier to copy the data, you can open QuickBooks in more than one tab on your web browser to view the purchase invoice.
