As an ProAdvisor with over 50 clients is there any way to get a report of each months outstanding client VAT Returns ?

Welcome to the Community page, 

There is no way in Quickbooks to be able to do this. 

We would suggest leaving feed back within the product its self in the main cogwheel as this gets sent straight to our development team.
