There may be a few reasons as to why your QuickBooks App isn't working correctly, I suggest trying these few steps:
Make sure you are connected to the internet
Restart you Phone or Tablet
Clear cache and cookies in the Apple or Play store
You can also try uninstalling the application and reinstalling it.
If you're still unable to access mileage tracking, I recommend reaching out to support team outside of the Community. They will be able to work directly with you. They also have the appropriate tools to create a ticket to get the issue resolved if they feel it is necessary. You can reach them by following one of these methods:
