Before we start, may I know what are you trying to do in QuickBooks Online (QBO)? When you said frozen, are you referring to your on-hold account? If so, we can update your billing subscription to get back online.
Review the address for your credit card. It must be the same one that appears on your credit card statements.
When you're done, select Save.
If you're already the primary admin of the account and still unable to access the Billing & Subscription page, I'd suggest running some basic troubleshooting steps. Sometimes, the accumulated site data gets outdated and corrupted causing unexpected behaviors in the program. Here are the shortcut keys:
Mozilla Firefox: Ctrl + Shift + P
Google Chrome and Microsoft Edge: Ctrl + Shift + N
Safari: Command + Option + P
If that works, go back to your main browser. Next, clear its cache to get rid of the stored junk files and start over fresh. Switching to other supported web browsers can be a good alternative, too.
