Would like to know if I can create a Purchase Order by uploading a CSV file versus entering each item manually.

Hello there, @owayusaibe. I'd like to provide some insights on uploading purchase orders via CSV files in QuickBooks Online (QBO).
 
At the moment, the option to import purchase orders in QBO is unavailable. You can either add them manually or use a third-party app that integrates with QBO to bring in those POs.
 
To find a suitable app, go to the Apps menu within your company file. Here’s how:
 
  1. From the left menu, select Apps.
  2. Go to the Find apps tab.
  3. Enter the app name in the search bar or select the Browse category dropdown menu to check out different apps.

 

Additionally, you can visit this site to further search for a third-party app that allows CSV file importation of purchase orders: Third-party application.
