Let me share some information and guide you on how to acquire copies of your 941 forms from prior years.
The steps to view and print your tax forms vary depending on whether you e-filed the form or printed and filed it manually.
If Intuit files the forms for you, all forms will be accessible for viewing or printing approximately 35 days following the end of the quarter. Amended forms are also available once your case is complete.
If you want to or have already e-filed your tax form, or if we did it for you, here's how you can access them:
Go to Taxes, then Payroll Tax.
Select the Filings tab.
View your current tax forms in the ACTION NEEDED or COMING UP section. Or select Resources, then Archived forms and filings for past forms.
If the form is available, select Preview to view forms not yet filed.
If you filed your tax form manually, I'll show you how to archive and then view the forms.
To archive the form:
Go to Taxes, then Payroll Tax.
Click on the Filings tab.
Next to the tax form you want to save or archive, hit File.
Select the period, then Archive.
To view the form:
Go to Taxes, then Payroll Tax.
Tap the Filings tab.
Click on Resources, then Archived forms and filings.
Hit the ▼ dropdown menu to filter the form type you want to view.

I just tried to do this but all I got was a list of the archived forms. There isn't an option I can see to actually view and download the actual form. I can click on the individual items listed, but the expanded item only contains a bit more information and doesn't include an option to view. Am I missing something?

In QuickBooks, you have the ability to archive forms that are older than two (2) years. This means that you should be able to locate and view your 941 forms from the list of archived forms. I've personally replicated your situation on my end, and I was able to successfully view and download the form.
Since these options aren't available on your end, let's access your QBO account using a private browser. It's possible that the browser you're currently using has encountered a data issue, which could be causing the unusual behavior.
To open a private browser, you can use the following shortcut keys on your keyboard:
Safari: Control + Option + P
Google Chrome: Press Ctrl + Shift + N
Firefox or Internet Explorer: Ctrl + Shift + P
If this solution works and you're able to access the desired options using a private browser, it indicates that clearing the cache of your regular browser is necessary to start with a fresh system. However, if you encounter the same issue, I'd suggest switching to a different supported browser.
