I agree with Fiat Lux - ASIA that you're purchasing the Europe version that's why QuickBooks Online asking you to enter a VAT number and billed you in EURO.

To ensure you sign up for the QuickBooks Online Unites State version, you can follow the steps below.

Go to this link: https://quickbooks.intuit.com/choose-country/.
Under North America, choose the United States.
Select a plan, then hit Buy now to get a discount.
Enter your Email address, mobile number, and Password.
Tap One More Step.
Complete the billing info, then click Get started.

7. Follow the on-screen instructions.

However, if you already created the account using Euro, I'd suggest canceling the account. Please refer to this article: Cancel your QBO subscription.
