I was finally able to get the program to allow multi-user mode. What I did:
Rebooted my server - did not work.
Ran QB Database Server manager on server. Showed error message about a service that did not start. Opened Services console and stopped all services. Tried to restart QB. - Did not work.
Shutdown my server. Waited few minutes. Restarted server. Now its working.
I'm not sure if this tells you what problem could be. All started this morning after a single user updated his computer to newest version. Talking to others here, this same problem happens often here (at least once per month), and a hard reboot of the server is the only solution we've found that works.
