The firm admins decide what their team can see and perform in QuickBooks. This includes access to firm information and admin tasks.
When signing in to QuickBooks Online Accountant, make sure to login as the primary with complete access. They’re the only ones who can access and make changes to billing and subscription to the account.

After updating the user type, open your QuickBooks and check the Billing & subscription menu. If you continue to get the same result, I recommend contacting our QuickBooks Online (QBO) Care Team. They have tools to identify why the mentioned section is missing. Then help make sure you have access to all areas in your firm.

In QuickBooks Online (QBO), head to the Help icon in the upper right to open the Search window.
Scroll down to the bottom of the screen and click the Contact Us menu.
Enter a brief description of your concern in the field box and press Continue.
From the support options, pick Callback to speak with an agent or Chat to start a conversation.
