Why is there no access to Taxes on my home page drop down menu when I use the I pad pro but it is in the drop down menu when I use a laptop computer

According to the list of available features for the QBO App, setting up and paying sales taxes are available if you're using it on an Ipad. 

Let's refresh your data and log back in to check if you can already see it. Here's how:

1. Go to the Apps menu, then select Help & Feedback.
2. Tap Refresh Data, and then tap Refresh.

Once done, log back in and follow these steps to access the tax settings:

1. Go back to the Apps menu.
2. Proceed to the All tabs, then tap Settings.
3. Tap Tax Rates.
