Why does QuickBooks Online ignore my custom bank rule and auto-suggest "Add a Card Payment" instead, and can this be fixed?

I have a matching rule. Yes. It is slightly unorthodox for internal reasons, but it is how we manage our books.

The image shows that when I click "Test Rule" I get "This rule will apply to 1 currently unreviewed transaction."

But, when I go to the Banking tab, QBO refuses the apply the rule. It refuses to use the rule and Instead is wants me to "Add a Card Payment".

Refreshing the screen does not help. I have gone into the transaction several times to "Categorize" it correctly, but QBO just keeps insisting on attempting to do the job WRONG.

I have over 30 years experience doing what needs to be done to get the books right. Is there some way to get the program to do what it is told instead of acting like a stubborn child that believes it knows everything? Or is the problem just that Intuit is the stubborn children here?

This is a separate system from your custom bank rules; it's QuickBooks's own built-in suggestion engine that guesses categories based on recognizable text and past patterns, including common card-network keywords like "amex," "visa," or "mastercard." When it's turned on, it can visually and functionally take over a transaction's suggested treatment even when a matching bank rule exists underneath, which lines up closely with what you're describing.

To test this:

Go to All apps, then Accounting, then Bank transactions.
Select the For review tab.
Select Settings (the gear icon) at the top of the transaction list.
Uncheck Enable suggested categorization, then save.
Refresh the transaction list and check whether your rule now applies to the transaction as expected.

If your rule takes over correctly once suggested categorization is off, that confirms the two features were competing rather than your rule being permanently blocked. If it still shows "Add a Card Payment" after this, then the behavior may be more deeply tied to card-network recognition than a setting can override, which would match what support told you, and at that point it's worth a follow-up with support specifically referencing that you've already ruled out suggested categorization, since that narrows down what's actually happening on your account.

Let’s isolate this issue by clearing your browser’s cache. Try using a private browser when paying your bills online. If it works, proceed and clear the cache in the one that you're currently using.

Here’s how to go incognito or use a private browser:

For Chrome, press Ctrl + Shift + N.
For Internet Explorer or Firefox, press Ctrl + Shift + P.
For Safari, hold down Command + Shift + N.
Microsoft Edge: CTRL + Shift + P.

Every time I contact QBO for any problem they spout this useless solution before even seeking a real solution. My browser clears cache when I close it every day. This issue has been going on for months, so therefore my cache has been cleared many times. I did it again now just to be able to tell a QBO agent for 100th time that it doesn't work...

It doesn't work.
...and BTW, my computer is plugged in too.
