It looks like this bank account is connected to an online banking feature. You'll need to disconnect the bank connection first before removing it. Please follow these steps:
To disconnect:
Click Banking, then select Banking.
Click the edit (pencil) icon of the account you wanted to delete.
Tick (✓) the Disconnect this account on save box.
Click Save and Close.
Then, here's how to remove it:
From the Accounting tab, select Chart of Accounts.
Click the Account history drop-down under ACTION.
Select Makeinactive.
Select Yes to confirm.
