CAN I CONNECT BANK ACCOUNT WITOUT SSN AND EIN

Based on your description, I can tell you've sign up for a US-based QBO account. You need SSN and/or EIN to complete your company setup (please see the screenshot below for your reference). Once you don't have any of that information, you're unable to utilize the services like online banking.
