Does anyone know why a user can pay contractors but not add contractors?

Also, that same user pays people but instead of her getting the email, I get the emails saying she paid people.

Welcome to the Community, @QBAUser. The user is likely not a Company Admin that's why they can pay your contractors but cannot add one. To fix this, you can manage their role so they can perform both tasks.

On the other hand, you are getting the notifications because you are either the Primary Admin or the designated Payroll Contact. To redirect these emails:

  1. Go to Settings, then Payroll settings.
  2. Under Contact Information, select Edit ✎.
  3. Update the contact information and select Save Changes, then Update Info.

Note: If the Primary Admin is an accounting firm user, they often receive these notifications by default, which can override your Payroll Settings configuration.
