Employee Set Up - Tax (Federal) Changes

Hello - a previous "bookkeeper" entered an employee incorrectly.  They were supposed to have been set up as 2019 or Prior for the federal taxes.  She entered them at 2020 and newer.  How can I change the employee set up to be 2019 or prior?

Once an employee has 2020 or newer selected, you can never go back.

 

At the same time, can also not force the employee to fill out a new W-2.

 

For some reason, Intuit thinks this is a reasonable solution - even though it prevents users from following the law.

 

This was one of the first of recent changes in payroll that are seriously lacking, which demonstrate that Intuit's development team as serious challenges when it comes to building software that is modeled to reflect payroll compliance rules, so that users can actually comply with them.

Thank you for the feedback.  Now to figure out how to correct it so that the proper amount of taxes come out of his check.
