I understand your concern, @CreativePrinters. Here's why QuickBooks Online (QBO) isn't allowing you to set the rate assigned to you by your state's State Unemployment Insurance (SUI).
You may not be able to set the rate because QuickBooks hasn't received the latest SUI rate update from your state yet. Usually, states distribute updated SUI rates towards the end of the year or in early January. Therefore, we will have to wait until the updated rate is available.

I am following this. QUICKBOOKS has yet to update their system to accommodate the change to the employee withholding rate for PUC in the state of PA. Log in to QuickBooks Online.
Navigate to Settings ⚙, then click on Payroll settings.
Choose Edit ✎ next to the state you wish to modify.
In the State Unemployment Insurance (SUI) Setup section, click on Change or add new rate.
Enter your new rate and its effective date. For most states, the effective date is 1/1.
If you can't modify the current year's rate, please send us a notice. We will update the rate for you.
Select or enter any updated surcharge or assessment rates.
Click Save.

My problem is the limit on the UI rate is too low. I have to set 5.4% but it will only let me go as high as 4.209%. How do I get this limit raised. I hope to only have this rate for one year.

I just received my new UI rate from the State of NJ my rate is now 1.100%, as of 07.01.2024, yet QBO states it has to be 1.2 and 7.%. QBO & intuit should not be telling customers what the rate should be. If the state is telling you that your rate is 1.100% you should be able to change it. Please tell me how to put in the correct rate not what intuit feel it should be.
