If you've filed through QuickBooks Online, you can access or download your 1099 by logging into your 1099 E-File Service account here. You can download your 1099 document for future use. You can do that during the Download Your 1099 Forms step.

If you want to access archived 1099s filed through our e-services, you can follow the steps provided by my colleagues. I'd suggest contacting our Phone Support Team if you're still unable to log in to our 1099 E-File Service.
However, if your contractors are trying to view their 1099s, you can let them sign in to their free QuickBooks Self-Employed account. It's possible that they've attempted to create an account to view their tax forms. Just let them use the login they used to set it up.
