How do I get Payroll only? I don't need to use accounting

Welcome to the Community page, 

There is no way of just getting payroll on QuickBooks, you have to subscribe to a QuickBooks package and then add and subscribe the payroll to it you want to use. You have to have both to be able to run a payroll.
