The "HMRC Reporting" section is only available in the QuickBooks Online Payroll (QBOP) Advanced version.

Here's the path:

Go to Payroll > Reports. Scroll down to the HMRC Reporting group and select Employer Payment Summary (EPS). From there, you can select the tax year, click Run Report, and then hit the Submit EPS button.

If you're using QBOP Core (Standard), the function you're looking for is located within the Payroll Taxes section. To access this, navigate to Payroll > Payroll Taxes > Filing. If an EPS is due (e.g, for Employment Allowance or a NIL payment), it will appear in the list with a status of "Due" or "Past Due". Click File to transmit the submission to HMRC.

Please keep in mind that the window for filing an EPS is between the 6th and the 19th of the month. For more details, refer to the submission requirements and dates section of the article: Submit an EPS in QuickBooks Advanced Payroll.

I hope this clears up the confusion and helps you get your filing completed on time. If you follow these paths and still don't see the EPS listed, please let me know. I'm happy to take a deeper look at your settings with you.
