Can I create a payroll calendar using QBO with dates such as payroll cutoff date, timesheet date and pay date?

In QuickBooks Online Payroll, there isn't the option to generate a calendar like you described with all tasks related to payroll. I can see that this would be a feature that you'd like to see in order to help the process of running payroll. I recommend leaving feedback in the system by clicking on the Gear icon, then Feedback. The comments made in that section are taken into consideration by our developers when designing new features for the program.
