At this time there is a known issue with the payroll add-on feature that causes it to get stuck on gathering payroll info. Since you already tried other browsers and even a different PC, it'd seem that you are experiencing this issue. Just to be completely sure I suggest clearing your cache and cookies by following the steps here.
