why dont i have the proadvisor feature in my accountant account

The ProAdvisor membership is only available in the US, UK, Canada, and Australia, which is why the option isn't showing up in your account.  

However, you can still access all the training and certification resources. Just head to the Training section in the left menu of your QuickBooks Online Accountant (QBOA) account. There, you'll find self-paced courses where you can earn certificates and badges.
