how do i use quickbooks 2019 on three computers with 2 licenses

i have 2 qb2019 license, i tried to install 1 of the licenses on another pc in my office so i can use qb when i am near this computer but when i try to login into my qb company file over my network it says it is a 1 user license or someone else is logged in which i have made sure only 1 person is logged into company file on another pc (2nd License) . it says either sync or buy another license i tried sync but i still cant login with my login or another users login     any help would be great
